A message dated June 30, 2004, was received July 1 stating the                                      
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
      CS FOR HOUSE BILL NO. 486(FIN)                                                                
      "An Act relating to reclamation bonding and financial assurance                               
      for certain mines; relating to financial assurance limits for lode                            
      mines; establishing the mine reclamation trust fund; and providing
